Though it is a little hard to follow. It sounds like there still isn't a dangerous amount of radiation outside the immediate environs of the plant.
ok, then what? The radioactive material wouldn’t stay together as a blob. It would peal off and drop below criticality (chain reaction) and would solidify. Anyhow, unless you have a huge blob, where neutrons have time to slow and be absorbed, you loose criticality. That is what water or graphite moderators are for. They slow the fast neutrons so they can be absorbed and the chain reaction continued. Boron and other elements poison the reaction. That is why it is used in the control rods and added to cooling water.

I was thinking the same thing.
There have been multiple trends in these events which don;t marry up with my read on the character of those in charge in the area.
Then again, after an 9.0 quake and numerous 6.0+ aftershocks, and who knows how little sleep, and little to no reinforcements, maybe they are just burned out with little hope of survival if they stay on and not much worse conditions if they leave.
Who is looking after the public safety of the Japanese people? Or are they too tied up in centralized command and control to be able to decentralize the response.

My local CBS affiliate talked with someone from the local plant that has reactors from 75 and 86. They said that they were watching the situation and looking for any areas they need to improve on to make their plants safer.
