Qaddafi set at least two conditions for their release, 1.) that they don't participate in jihad in Libya, and 2.) that it's okay they take their jihad back to Iraq and Afghanistan, to fight against our GI's.

Actually, all of the Muslim governments have released the foreign fighters we've handed to them. They've done so for the same reason as Gaddafi - the Muslim masses don't consider killing GI's a problem - continuing to imprison anti-American jihadis stirs up accusations that these Muslim governments are American puppets.

In fact, where Gaddafi merely released Libyans who were captured in Iraq, our Iraqi allies have released Iraqi guerillas who have killed GI's.
