That doesn't prove squat as to what Bush the Elder signed. A very specific claim is being made - where are the links showing that Bush signed what is claimed?
And don't get me wrong, I wouldn't put it past him. But that in turn does not consitute proof. Extrapolations from tendencies is how most conspiracy theories work.

What does the North American Union, the European Union, IMF, World Bank, GATT, WTO, NAFTA, CAFTA, FTAA, CANAMEX, NASCO, CODEX, the present state of American health care, The United States Conference of Mayors, The National Governorâs Association, The American Legislative Exchange Council, The Trilateral Commission, The Council on Foreign Relations, The Department of Education, No Child Left Behind legislation, the EPA, hate speech legislation, multiculturalism, Smart Growth, The FDA, The Federal Reserve, the global warming âcrisis,â amnesty legislation, the rise of the American corporatocracy, record numbers of eminent domain proceedings, genetically modified foods, the implementation of communitarian law, the Earth Charter, the declining standard of living of the American middle class, the draconian police state tactics of Patriot Acts I & II and the Military Commissions Act of 2006, and the unrestricted use of highly volatile fiat money have to do with each other?

178 nations were signatories to the 288 page Agenda 21. President George H. W. Bush signed on behalf of the United States. Since Agenda 21 was soft law and not a treaty, Congress had no role to perform. Instead, the cabinet agencies of the Executive branch of government were charged with implementing this global to local program.

A leader in the effort to keep regulatory shackles off of big business was none other than former President George H.W. Bush. In Rio, then-President Bush was roundly criticized for refusing to sign the Biodiversity Treaty, one of the major products of the first Earth Summit
However, IMO it has about the same significanc3 as the U.S. signing the Kyoto Accords - diddly-squat as far as it having any legal standing for anyone who doesn't want to follow it, as neither Kyoto nor Agenda 21 were ratified.
And like Kyoto, some nutcase communities will set their own agenda regarding sustainability the way they have with climate change. And Democrats will push elements of Agenda 21 as part of their moonbattery. But I don't see it as having been ratified by the U.S. so it largely remains a conceptual threat akin to Kyoto.
Yeah, George H.W. "New World Order" Bu$h took the shackles off of Corporations to move American jobs to China. On top of that Poppy Bush, his dunce son, and his other son have made this country one of most heavily taxed and most regulated country on Earth in which to do business. You Globalists boot-lickers must be proud of what you've done to this country.
