This is exactly like 1984’s Ministry of Love; Winston examines old news that beef rations are going down, but retroactively changes the old level, permitting for the new report that instead the ration is going UP.
So unhappy news turns into happy news —the point is the only way this can come about is if the organs of the media are controlled BY THE STATE, formally or (arguably worse) informally.
