Possibly, but the digital artifacts just don’t look like it was printed on security paper and then the entire thing was scanned like that. Also, if you look at some of the other news stories (Sun Times, Christian Science Monitor), there is another copy of this same document that was apparently handed out by the White House to the press, that is on plain white paper background, with no evidence of the security paper background. Now, when you photocopy security paper to plain paper, it will not copy an exact facsimile of the security paper, but there will be obvious evidence that the original was on security paper. These copies appear to be copies of an original on plain white paper.
