Certainly.
When you open the PDF in Adobe Illustrator and release the clipping mask, several items are separate from the rest of the form, almost like a layer on top of the document. The items are:
1. Date Accepted by Local Reg.
2. Date Accepted by Reg. General
3. The date "APR 25 2011"
4. A "placeholder" for a square graphic above "Apr. 25, 2011"
5> The entire statement of certification and signature in the bottom right hand corner.
In fact, I can isolate those elements and move them anywhere on the document.
PDF conversion of a scanned document usually does not do this...or at least this with specific blocks of important items on a document

Indeed. Load the WH PDF in Illustrator (I used CS2), and release clipping masks (a few of them) ... Not sure if Acrobat Pro creates PDFs like this, but honestly, it really DOES appear this PDF was “worked on”. Let’s see the real thing.. and BTW, this is *STILL* just a COLB, not a certified Birth Certificate long form.. if this was what it claims to be it’d have birth weight, legnth and delivering Physician listed.
Rush just read the quotation marked material on the air...and the information (Including the Ukelele comment) from the document source who stated it was fake.
Wow, you should start a separate thread on this topic alone.
Someone should take the asserted Certificate, abuse the layers, and make themselves the person born on that same document.
Just going to show how the original could have been forged.
