Um, because it is. The Nordyke form is from 1966, probably an old ditto/Xerox machine. Technology has improved quite a bit over the years, so of course Barry's looks new and fresh in comparison. In 1966, both the Director of Health and the Registrar General signed copies that were sent out. In 2011, apparently just the State Registrar signs it. Sometimes it just is what it is and there is no grand conspiracy.
