I saw a video clip yesterday (I think from NYC) a guy on a subway took his clothes off and was running around, yelling like a crazy person. There was a transit cop, in uniform, about 15 feet away who did nothing. Then the crazy guy attacked a woman, grabbed her bags and ripped them out of her hands. The cop just stood there.

Too often, the emergency response people are not there to respond, they are just there to fill out paperwork after the emergency is over.

I saw that, too. Being stark naked and all, it was obvious he was unarmed. However, he could have been strung out on PCP, for all the cop knew. Looks like it took 4 or 5 extra guys to help the cop subdue him.

Once again, an illustration that the police are under
no obligation to protect anyone. NO OBLIGATION. Meaning
as happened here they can stand by and watch. They may
drive up, exit their cars and watch and do nothing.
