So, which organization is going to criminally charged? They were on the scene with a person trapped under a boat in plain sight and neither one took action to save a human life. Why?
The only answer that i can come up with to avoid a bureaucratic turf war. It's nice to know that paper memos are more important than a child's life.

but they didn't go into the water because they did not have dive gear, nor rescue training. There was a tragedy and now everybody is looking for someone to blame/sue. They probably avoided going in for liability reasons.

Because in emergency first response, one of the first things you learn is do not do anything you are not trained to do so you don’t become a victim yourself. Sounds rather harsh, but that’s the way it is.
