My take on this is the kids only hope was the good Samaritans that saved the three people. His relatives they fished out were already hypo so they couldn't go back and by the time the law arrived they all knew the kid was dead so they're not going to be hero's in 45 degree water for a “recovery”. I wouldn't be too critical of anyone until more is known, but taking that small boat out in those conditions is questionable.
