There are existing plans drawn up to use international money to build a tunnel highway between Gaza and West Bank.
I don’t think a tunnel would count because the Arabs would never settle for that, although I do think they belong underground. And any tunnel would take decades because they would have to stop any time they would find an archaeological discovery, about every other day...
