Simple answer here, make the designers fix the problem and do it correctly. Deduct the difference from their compensation.
I'm sick of hearing about "they". Who are they? Name them and identify them then make they pay.

But if you read the article then you would have read this The closest bathrooms available will be inside the discount department store Century21, across the wide 16-acre plaza on Cortlandt Street. Employees there fully expect a flood of visitors dashing to its basement-level stalls.
But having never been to NY City, I have no idea how far away that is
