Some of the nanny-ish “code enforcement” the author cites is at it’s very worst in well-to-do suburbs where all the local officials are Republicans.

Conversely some bigger cities and run-down mill towns run by Democrats will leave you alone simply because they do not have the resources to send someone around to check the color of your gutters.

The author of this piece clearly did not understand Leviathan. And Hobbes was not secular, he was a devout Christian who believed that the authority of a government comes from a social compact, not God.
