Fatherlessness is the crux of the problem. You could eliminate most fatherlessness by...

1. Banning divorce for couples with minor children, unless there is clear fault involved (drug use, violence, etc.)

2. Forcing unmarried mothers to relinquish their children for adoption upon giving birth.

Of course, I don’t believe either idea will be ever be implemented.
