As long as the goods do not enter American commerce, they can be moved in and out of the zone freely. A typical example might be Chinese electronic components assembled in an American made case and shipped to another foreign country. As long as they do not enter into the commerce of the United States (i.e. delivered to an American Wal-Mart for American sale), they can move in and out duty free-- a huge advantage over paying component duty costs.
It means some American jobs might actually stay in America. Nothing sinister about it.

My fiancee’ has a mining company. Not long ago his attorney was in a meeting somewhere with a bunch of Chinese businessmen. They were very interested in getting into some Idaho mining deals with my fiancee’. He was told that if a Chinese businessperson invested a million dollars in this country and created 6 American jobs then the govt would issue them a green card. He did not pursue it but it sure ties in with this story.
Otter, Obama and the attack on business in America paves the way for China to own us. A Chinese firm is building a fertilizer plant in American Falls Idaho. Ironic. China has bought fifty square miles of land south of Boise, thirty thousand acres of Idaho gone to foreign nationals.
So it's bad when foreigners buy US companies and real estate because they're invading and taking over. It's also bad when Americans buy foreign companies and real estate because it's disloyal to the US and it sends money overseas. That's logic of the expandable one-size-fits-all variety.

All I got was that I'm wrong about something with Islam which has something to do with Americans and the Chinese hiring each other's workers. Was there something else you were saying?
Yeah, something along the line of baiting us into deals that we cannot obviously verify or enforce fairly and then, you know, asking questions and baiting more for errors on our parts, painting the US into some kind of irresponsible or belligerent oppressor... It’s the tactic... yeah. Nice, that is how I would do it as a Chinese or enabler.
