The pools always packed" Not true. When they open in the morning, no one is there. You turn on the lights. The pool should be empty, pristine, and easy to view.
Also at night.
"Everybody out of the pool!" and perhaps five minutes later, the pool is once again empty, pristine, and easy to view. THEN you turn out the lights.
Two days? Exactly how dirty and opaque was that water? And how unbelievably lax were the workers?

I don’t know how you can blame the inspectors. There’s probably nothing on their inspection checklist about doing a visual inspection for dead people.

What did the 9 y/o do after the "victim" vanished? Did he tell a lifeguard about the vanishing? Did he just hang out for two days; walk home alone, take a cab?
Didn't anyone ask the 9 y/o where the "victim" was when the 9 y/o got back home?

Correction: They claimed to have inspected.
There’s a lot of public inspectors who just drive their public vehicles, cash their paycheck, and inspect things at their own leisure.
Really sucks for those that actually do their jobs.

Yes. It’s a POOL, not a lake or some other murky body of water.
And don’t they have any life guards?
And, what about the 9 year old? What relationship if any did he have to this woman?
Was she there all alone?

What about the life guards and the hundreds of other people swimming around with a dead body? No one noticed a thing??? If the inspectors didn’t notice a dead decaying body, what other nasty things went un-noticed in that water?

If the inspectors didnt notice a dead decaying body, what other nasty things went un-noticed in that water? Do you think it is a coincidence that this happened right after they caught Whitey?

Under certain circumstances, a sudden inrush of water up the nose can trigger unconsciousness. Such may be the case in this situation.
As for why the trough feeder “life guards” didn’t see the woman, there is a simple reason They are to protect the living, not the dead. It is a case of “No my yob”.
