I don't see the claim that 99% of the hydrogen going in is what comes out in the section you referenced. It talks about stunts with compressed or liquid hydrogen, but I don't see the claim you refer to there. Can you be more specific?

BTW, I'm not suggesting a fraud, really, just a mistake...
