Programmatic hikes won’t require any majority. They would just kick in as a method of abiding by the balanced budget law. A simple generic law would be passed long before anything specific occurred. Then, when it did, presto, tax hike. Then, the courts are asked to interpret the amendment. How do you think they will go?

Maryland has a facsimile of this called Thornton, which automatically determines when spending hikes for education are required. The Dems never have to go on the record raising the spending. It just automatically goes up as part of a formula. Can they afford it? No. But they do it and then either tax more or steal from other rice bowls.

Programmatic increases in spending or taxes is the ultimate leftie wet dream. It all happens automatically. It’s even better than a vote on Christmas Eve.
