I believe the only reason it was finished is because it was started to be noticed and passed around on the internet, and it because an embarrassment to North Norea. It is probably a deathtrap, but they can say it is used, and it will no longer be a blight on the skyline.
I would be afraid of being accused of being a spy and arrested.
