Anything that stops a compromise forces Reid to bring up CCB AGAIN (which under the rules he can do and will have to do).

What is the weather like on your planet? Reid does not have to touch CCC. He can pass his own plan in the Senate (the GOP senators will not filibuster), and then dump it back to the House. A combination of Dems and establishment GOP will vote to pass the Reid bill "to avoid a default".

Reid does not want to get tagged as the ultimate obstructor. That’s why eventually if the House doesn’t cave he WILL re-vote on CCB and foist it off on Zero.

“Reid does not have to touch CCC. He can pass his own plan in the Senate (the GOP senators will not filibuster), and then dump it back to the House.”

I don’t think the Senate can do this.

Does not the Constitution MANDATE that spending bills must “originate” in the House?

This is why the CCB was passed first in the House and sent to the Senate - that’s how things go as per the Constitution.

Once the bill _gets_ to the Senate, they can accept it, or write their own version, but (unless I’m mistaken) they CANNOT “originate” such a bill on their own.

If their re-written bill is different, then it goes to conference.

But — insofar as appropriations are concerned — the Senate cannot “write” until the hand of the House has already “written”.

I’m sure other Freepers will correct me if I’m wrong.

Just sayin’...
