Not true. Optical Character Recognition (OCR) was invented with scanning paper documents in mind where further editing was required.

You are correct.

I know what OCR is for. But I don’t see how OCR could be used to forge his COLB. OCR extracts text and cleans up the quality of text recovered from an image document. (not without errors)

The COLB should be from a single document (which this is obviously not).
