The administration of Mayor Michael R. Bloomberg, in a blunt acknowledgment that thousands of young black and Latino men are cut off from New Yorks civic, educational and economic life, plans to spend nearly $130 million on far-reaching measures to improve their circumstances.
The program, the most ambitious policy push of Mr. Bloombergs third term, would overhaul how the government interacts with a population of about 315,000 New Yorkers who are disproportionately undereducated, incarcerated and unemployed.
To pay for the endeavor in a time of fiscal austerity, the city is relying on an unusual source: Mr. Bloomberg himself, who intends to use his personal fortune to cover about a quarter of the cost, city officials said. A $30 million contribution from Mr. Bloombergs foundation would be matched by that of a fellow billionaire, George Soros, a hedge fund manager, with the remainder being paid for by the city.

In interviews, aides to the mayor said the new measures emphasized the practical needs of the citys most impoverished black and Latino men, many of whom are unable or unwilling to enroll in time-consuming education and training programs unless they are compensated, according to the officials.
So to promote remedial math and literacy classes in the morning, for example, the city would link them with paid internships in the afternoon. The internships would pay $7.25 an hour, but students would be paid only if they participated in the class.

Aides to the mayor described several of the measures as common-sense solutions that would cost little, if anything, to put in place. The city will try to reduce the barriers to employment for men with criminal convictions by instructing managers not to ask job applicants about those records in the first stage of the interview process.

The GOOD news is, every penny they Michael ‘Bonaparte’ Bloomberg and his butt-buddy George ‘Il Douche’ Soros piss away on this worthless and destined-to-fail ‘program’ is a penny they can’t spend trying to scrap the 2nd Amendment.
I know they have a lot of pennies, but every little bit helps.
Bloomberg is an American disgrace and a disaster to New York City.
The issue of criminal convictions is huge. Since the police criminalized teenaged behavior, many good kids have convictions and can’t get even a toehold in the job market. It has been a travesty.

Benjamin Franklin was right. I observed that the more public provisions were made for the poor, the less they provided for themselves. And, on the contrary, the less was done for them, the more they did for themselves.
His actions to destroy the Military may succeed - Because of the Don't ask don't tell, new affirmitive-action Officer recruitment directives and policies, obama's will be forced into drafting the poor, criminals, jihadist lovers and minorities, in order to replace the 80% military personel that will retire or resign. Count on it.
And the shrinking army will be matched by the stimulus-fed goon squads - well, Bloomberg and Soros are helping out too for their share for the New World Order III.
Just wait till one of these applicants gets hired and commits a crime on the job. The lawyers will have a field day suing the employer for hiring someone without a proper background check.
