However, I do NOT believe the answer is for government agents to mow people down. This is not something that can be solved with a Dr Laura answer.......e.g. “Mow them down”.
You have to think about reestablishing peace.......have you ever been in the military? You know there are Civil Affairs units that study how to get things running again after an issue?
You don’t just mow them down. Then what? Body bags, funerals, spreading of the problem, more people upset and turning to lawlessness. There actually are more useful ways to analyze the countermeasures that could be implemented to restore order.

The shooting of one person who may have had a gun is not “mowing down” the people of London.
When was the last police shooting in that city?

It depends on the degree of mowing. As Machiavelli said, "do not do your enemy a small injury".
In 1918, Germany experienced a degree of mowing that may have made an impact on the returning veterans, but not on the people who stayed home and only read about the war in the newspapers. The result was that within 20 years they were back for more.
The experiences of 1944-45, Dresden, devastation of the countryside, etc, etc, made a more lasting impression, resulting in a disinterest for war lasting for many generations.
You are correct in that things have gotten to the point where just a few body bags will do more harm than good. Where I disagree with you is in the estimation of the number of body bags that will be needed.
Enough “mow them down” and it actually gets better. I’ve been to London. They have streets that are both long and wide ~ plenty of room for the body bags.
