The White House doesnt create jobs, President Obamas spokesman, Jay Carney, said last week. Hes more right than he knows. The policies the administration and Congress put into place have a profound effect on job creation - a profoundly negative one.
Gimmicks like tax credits for hiring veterans and another short-term extension of the payroll tax cut arent going to jump-start the sagging economy or do anything to get the unemployment rate below even 9 percent, let alone anything approaching the 5 or 6 percent levels that would be considered full employment.

I have nothing but the utmost respect for our vets but no ‘hiring’ scheme’ that favors one group over the rest of the people will work.
They’ve had a “scheme” like that for hiring welfare recipients, ex-felons and the like for many, many years. It’s called targeted jobs tax credits (TJTC).
