I doubt that. Can’t find a copy of the actual order but from the commentary it looks like this is directed at increasing diversity across labor categories and at higher pay grades. IOW, not enough women and minority engineers especially at the GS-15 level.

Read this twice if needed, but understand the implications of this practice. If you are a federal employee and you decline or fail to check a box for ethnic or gender identification then the default choice is caucasian male. That means that it is absolutley possible for an entire department of black females to register statistically as white males for hiring quota targeted areas. So then more black females are hired to remedy the imbalance. Trust me this goes on all the time.
