If you break things down by counties you will find unemployment higher in the counties with the poorest education levels.
Memphis has a 12.1% unemployment rate..24% for youth. Which is higher than the state average.
Memphis has the worse schools in the state of TN. Along with very high property taxes, not as high as Cali or NY but still out of proportion to the rest of the state. Combine the 2 and you get higher unemployment numbers.
Business needs educated work force to operate them. When students graduating HS with A’s in math, need remedial math to begin Community College, you know something stinks like 3 day old unrefrigerated fish.
Remember that the bulk of the “stimulus” went to liberal areas.
Texas is making money off of natural gas.
