The company was a fraudulent criminal enterprise, and Obama probably ordered Holder to get them ahead of the story and make it look like they’re cracking down on the fraud rather than profiting from it (as Obama will via his bundler, one of Solyndra’s major “investors”).
And now Obama and everyone else in the administration can use the excuse that they can't comment about it because they're "under investigation" if anyone asks.
