I took it as her trying to keep her voice low and modulated, perhaps especially after the catty comments this week from Ann Coulter.
As she says that closing 11-word line, she can't stop an almost Cheshire Cat, smug, sly little grin which tells me she's definitely about to turn this whole mother-jabber on its head by announcing her run, and it'll be quite soon.
Watch it again, and key on her pointedly smug smile as she delivers the "quite soon..." finalé. She's coming, with both barrels blazing.

I really think there is another individual out there she has been trying to get to jump into the race. Not sure who it is, but her decision whether or not to get in has been driven by whether or not she can convince someone else to do so.

I was thinking.... wouldn`t it be great if Sarah called into Alaska radio Monday morning from somewhere in the lower 48, announce her run and show up at the Monday night debate!
She would steal Perry`s thunder, I think it would be brilliant!
I am not the least bit worried about her ability to debate either, I think she has already decided to pivot from stupid gotcha questions (she made reference to that today) to the most important problem facing this country....the national debt.
I wish she would do this.. Perry did not really do as well as some of his supporters seem to think, I think it would be perfect timing.
This would also spare her from critics who may say she should be there...

Why do you think that?
I take her at her word that she hasn't decided. I interpret her recent remarks regarding the current field to mean that though she is happy with it, nobody really excites her. There is every indication that her family is on board with a go, so I don't think that is a hold up.
That's just my opinion. Probably wrong....
Perhaps a decision is contingent upon outside factors.
Then again, maybe not.
Here’s an instance where I hope you’re wrong—I so want her to run.
I just don’t see how she gives that Indianola speech without intending to run. After her comments today I’m afraid she might not alleviate my concerns by next weekend, when I’ve been hoping she’ll announce.
I’m thinking she might have knowledge that Rudy will announce, and she won’t want to step on a challenger for Mitt. I also just don’t see how she cold have watched Perry in that debate and been confident that he’ll come back down to earth soon.
But until she announces I’m sure she’ll keep her options open. Family health or other issues could still stopher.
Then if she announces my concern will be whether she’s too much handicapping herslef without raising money more aggressively.
I have no disagreements on all your points. Her disappointment with Perry was clear.

I saw that cat who ate the canary grin also. I commented to my husband, “I wish she wouldn’t do that!” Meaning it left me thinking that she knows what she will do, but she still won’t say. I can’t help being impatient.
That is what I thought she might do. Isn’t this debate in Tampa? And was that not the place where she gave her GOP Convention address? It’s a Tea Party debate. AND CNN has been pretty nice to her lately. They showed both her speeches last week, and that reporter liked her at the Iowa fair. And is it not the anniversary date of something? I’m having a senior moment here. Help!
Possibly. It would also explain the somber overtone. Here's a scenario to consider: She has known for some time she may need to be the one to step in and do this, and so she has carefully laid out a plan of attack, both politically and ideologically, and has been busy softening targets she knows she or any ultimate GOP candidate will need to deal with in the endgame. But all tinged with real uncertainty as to her own, final role. And now, after seeing Perry's sub-stellar performance in the debate, in combination with his other negatives, she's finally become convinced Perry can't do it. On top of that, she has recently come to realize your hypothetical mystery person waiting in the wings may not come through after all. It is beginning to dawn on her that she might really have to do this herself. Given her love for her family and her certain knowledge of how brutal, and how permanent, this will be for all of them, she is nevertheless looking at Mordor with the grim and growing burden that she's the one that's going to have to do this.
Just a thought. I make no claim that the above scenario is true or the only possible explanation. Like everybody else, just trying to read her mind.
BTW, Intrade has the chance of her announcing going up slightly today (23.6%).

But she has already made it abundantly clear that she cannot endorse Perry; he represents exactly why she has been fighting.

I think that was the frustration on her face, not that she’d decided not to run but that she was disappointed with what she saw at the debate. There really is a lack of passion in the current field. Maybe it’s because they all know there’s a long way to go and they’re pacing themselves. I don’t know. I haven’t seen anyone in the public eye who expresses more love and passion towards their country than her.
