The Texas legislature passed a bill negating Perry's EO. Perry signed the bill, and said he had made a mistake.

It never went into effect.

The reporting on this issue is atrocious.

Repeat and amend prior reply to a similar content posting:
Mr. Perry holds to the Chief Executive’s right to issue such EOs although the public outcry on this PARTICULAR EO and the legislature's passing of a counter-action made him accept defeat on this one. In general he seems to indicate that such dictates of EO's of a similar functional nature are within the Governor's authority.

Is it true the Texas Constitution allows that kind of dictatorial power? Certainly the US Constitution does not grant the President such power.

At least that’s my take on Mr. Perry's comments tonight.
