Because it's a rehash. Oboma has no real plan. He hasn't sent anyone a bill. The democrats don't want to get stained by this trick again, because they'll get blamed for it. He has no paper trail - he's voting "present" and expecting the democrats in the house and senate to do the dirty work for him.
