I don't think it's ludicrous; I think it makes a huge difference. If there was an opt-out provision, then no one was truly compelled to take the vaccine. Sort of like those "mandatory evacuations" we hear about in hurricane zones -- which aren't really mandatory since citizens cannot be forced out of their homes.
Then why even have an EO at all? Why not make it optional like the flu vaccine?
