If they can’t leave the house without a male member of the family to keep them from turning into raving slut-whores, how are they going to go vote? The men will just have to leave the house and not come back until the polls close.
Moderates who support the king will vote and have their women vote for him. Hardliners will vote or only use bombs while their women stay home.
The King gets to look like he’s moving in a direction of liberalism and democracy while improving his preferred outcome in the theoretical democratic elections they hold.
