Her children are under the age of 16; as such they cannot be employees of the Federal Goverment. Thus we have a case of the First Lady committing fraud and embezzlement, in that by claiming her children were Federal Employees (Senior Staff) - they would draw a salary, be given health care, a per diem, would be acruing retirment and other benefits - reserved for an adult.

I’m no legal eagle, so I don’t know if counts as embezzlement. But it certainly appears this would have violated the False Claims Act: if we’re lucky, some disgusted federal bureaucrat will file a qui tam suit to recover damages.
