Thus, anyone with state income AND sales taxes would be screwed under this plan. No they would not since all the other forms of Fed taxation, direct, and indirect, would have gone away under 9-9-9.

Right, but the 9-9-9 is a Federal plan. If States still have income and sales taxes, they’ll be in addition to Fed taxes, no?
