That's correct. 9-9-9 is a sales tax and a VAT. By eliminating the business deduction for salaries and wages, he's basically imposing a 9% tax on salaries and wages. That's a VAT.

9-9-9 is a corporate tax, a sales tax, an income tax AND a VAT tax. And this is who the Taxed Enough Already party supports? Laughable.

You and this asshat at NRO calling this a VAT doesn’t make it so.

So you are calling the 9% corporate tax a sales tax on wages? Is that right?

A corporate tax is generally assumed to be on the profits made by a company. Profits are considered to be gross revenues minus gross expenses. One of the expenses has always been wages. I agree with that. I think wages are a business expense.

Instead, Cain is viewing profit as including wages/benefits. I guess he could be thinking that it’s discretionary money...especially in terms of huge executive bonuses...but I don’t see how a company can thrive without workers. Do you?

It would definitely penalize a company for over-hiring.

It would also cause very few companies to unionize with their far higher wages.

Wages and salaries are an investment in the business which is not taxed. Go back to playing bass and paroling felons.
