First thing that comes to mind with "degree in International Development" is someone who studied international marketing. But, given this crowd, it's probably a seriously useless degree in international community organizing.
They will most likely arrest all who don’t comply. We are still (mostly) a nation of laws, after all.
You know what would be a great visual? If the cleanup crews have to wear hazmat suits while scouring the park.
