It will certainly spur job creation like a wildfire. Then why does it need "economic development zones"? And why should government give tax advantages to some businesses over others?

999 contains empowerment zones to make up for the forthcoming prebates of the Fair Tax. It’s a way to make the tax less regressive during the transition.
It’s a transition designed more to help purchasers than businesses. It would not attract business in the way you view the concept because it would not provide the long term stability that would make it cost effective for a business.
For this reason, the empowerment zone is not what you think it is. It’s simply a way to make taxes less regressive during the transition.
The Fair Tax has the prebate mechanism to ensure against the tax being overly regressive on the poor.

Would you prefer he gave them to existing businesses (which you are inferring it excludes..I don't believe it does). Making the climate for business more friendly will allow the ones you claim he did not specify, to get on a path and confidence to grow and expand. Something which DOES NOT exist right now (unless you are on the DNC friends list--solyndra).
Or did I misread the current business climate? How did Reagan get businesses to borrow and spend on more growth? Right, it worked before, follow success.
