Actually this type olfaction is supported by congressional action. It was passed quite a while ago.
Perfectly legal, it the bad guys are really horrible. Not quite a national interest, but legal.

Obama will do anything to help BLACKS anywhere around the world so that the ones here at home have no doubt that he fighting “the man” anywhere in the world that BLACKS have problems....even their far removed relatives in foreign countries.
