Yep. I witnessed this first-hand when I worked for a large construction company (ISEC, Inc.). They were focused on hiring based on “diversity” rather than on “qualifications”. It was a real nightmare trying to do my job while trying to train unqualified morons to read blue-prints. Most of those “diverse” employees were hired based solely upon their “ethinicity” and were then fired when the construction industry took a nose-dive in 2008.

If they were a large construction company, then they probably wanted to bid on projects for government entities who would have made having a "diverse" workforce a requirement for consideration. Even projects for large companies would have probably have a question on the bid application about the racial makeup of the company (no major corporation wants heat from the Jesse Jacksons and Al Sharptons of the world about hiring "racist" construction companies)
