Because Cain can’t defend 9-9-9 in a coherent way. He couldn’t explain how it’s not a value added tax. He’s been so vague about the details I’m not sure he completely understands it. I thought his vagueness was a strategy he was saving for an 0bama debate but now it’s unclear if it’s even actuarially plausible. At least to me it isn’t.

I think HE understands it, but he definitely had a hard time explaining it to people who simply did not want to understand it. Everyone keeps looking at this 9% sales tax in a static sense instead of looking at the other taxes that get reduced, others that get removed and the lower tax rates overall that are applied to a larger tax base.
In interviews, he does a much better job explaining how 9-9-9 is not a VAT.
