Perry Commits to Flat Tax, Reforming Entitlements

Las Vegas - In a brief speech this morning at the Western Republican Conference, Texas governor Rick Perry announced that in six days he would reveal an “economic pro-growth package that will create growth” and encourage investment in America. The plan will involve major tax reform, entitlement reform, a balanced budget amendment to the Constitution, an abolishment of earmarks, and a recommitment to energy exploration in the United States.

“Our long term growth requires a fundamental tax reform,” Perry said. Therefore, his plan “starts with scrapping the three million words of the current tax code—starting over with something simple: a flat tax.”

“I want to make the tax code so simple that even Timothy Geithner can file his taxes on time,” the Texas governor said, taking a jab at the treasury secretary who had major errors in his tax returns that were revealed after he was nominated by President Barack Obama for his present job.

“The second part of my plan involves the serious commitment to spending, realizing alternatives” to the path taken by Europe, Perry said. In this vein, the Texas governor went on to affirm his commitment to “reforming entitlements, preserving those commitments to those who are on Social Security … and those approaching the age of retirement.”

Perry did not give further details on what the new flat tax rate would be (or how it might work) or on how he would reform entitlements.

On the balanced budget amendment, Perry committed to campaigning in all fifty states, if necessary, in order to get the provision added to the Constitution.

And he promised to end earmarks: “My plan is to end earmarks for good.”

In revealing tidbits of his economic plan, Perry played up his anti-establishment credentials.

You have a complete misunderstanding of what is happening in Texas. We have no income tax so our school are supported by sales and property taxes which illegals have no choice but to pay. There is a fundamental misconception that was put out there by Bachmann, Mittens, and Santorum that student outside of Texas are put at a disadvantage by the tuition discount. They are, but it is not because of the law, it is because they are not Texans, just like Texans are at a disadvantage in the other 49 states..I mean 56 states (I always forget the new 7 we have).

Also, keep in mind that in order to get into a State College in Texas as a Freshman you have to be in the top 10% of your graduating class. The likelihood that anyone in a village in Mexico is planning to come to Texas to get a discount at UT is laughable. They are coming here to get jobs and because Narco-Terrorist are killing them by the thousands. Until we fix Mexico and the border they are going to keep coming. That is not Rick Perry's job. He wants the job, but it isn't his yet. The fact is that the US Government has not given a damn about the US-Mexican border since Patton was here trying to kill Pancho Villa.

Are there details in a flat tax?


Do you preserve charitable deductions?
Is there a threshold of untaxed income?
If so, what is it?
What is the rate?
Does it apply to capital gains?
Is there still a payroll tax?
Is there still a corporate tax?
A death Tax?
Excise taxes?

Perry will still have one of the same problems as Cain.
How to get the plan into law.

I hope Perry isn’t going to call on the “super committee” like Cain proposes in 999.

Have you ever in your life tried to express your thoughts in one sentence, I really doubt it. They could not use Neal’s plan, so they pulled together a similar plan to it. All of which is unimportant, the important part is Mr Cain was willing to be the man and put forth real change. Now we have the me too stuff, from the little boy, coming forward.

My point was that Taxpayers are contributing money to allow illegals to attend college in Texas. That this is a huge Entitlement Program for people that are.not US citizens and have broken our laws!

I am heartless I guess and so are a lot of Aggie Alumni

I think that was a nice gesture, to acknowledge that he didn’t write the plan.

Or, if you believe the other poster, maybe Neal Boortz has been complaining about him calling it the “Cain” plan. :-)

I take it that you have not heard of Perry’s book “Fed Up”, which he published in 2010. In that book, he talks about the flat tax, along with a lot of other conservative ideas.

Perry has been a conservative for quite some time now. Sarah Palin, you may have heard of her, called him a true conservative leader who was a good choice for texas to be the example of how to save our country.

I see this differently. Cain is there to gain Conservative support but never to defeat Romney. The 9-9-9 was rushed, flawed and not ready for scrutiny. I think Cain is a smart guy but also a salesman.

Maybe I read to much into it but I think it was planed to fail. Did you see how Mitt swatted Cain away and Cain had nothing. The only problem is Perry got there first.

Perry is playing his own game and it's delivery is right out of the Trump playbook. When Paul Ryan came out with his plan the Dems ate him up. Trump's complaint about the plan was you never give 'em everything at once.

Springtime is when the nomination is won, not the fall.

Cain is just a TALKER. He has no record of governing to judge him with, he has not enacted a single policy to judge him with, he has not voted on a single issue to judge him. His record is one of RHETORIC and TALK and guess what TALK is cheap, very cheap.

Not so. The flat tax and the fair tax are two different things. The flat tax in my opinion is better and Perry is about simplifying the tax code. 9-9-9 did not do that.
