SANDUSKY (AP) — Authorities say a trailer carrying 30 to 40 people on a hayride overturned in northern Ohio when the tractor pulling it drove off the road, injuring 28.

I lost a cousin on a hay ride. He was !0. Fell off the trailer in front of the wheel and it ran over his head.

All sympathies for the injured.
I’d have asked that cop to quote the law for you so you could verify it. Sounds ridiculous, but then there are stoopid laws on the books.

The tractor didn’t drive of the road on its own.
It should read “when the driver of the tractor drove it off the road.” That’s what happened.
