About 20 years ago there was a big flap over the timing of a traffic light going from Cobb County to Fulton county. The light was in Fulton, but controlled a major route from Cobb. The intersection wasn't know for any particular problem until the Fulton "traffic engineers" discovered that someone had set it too long for the Cobb county side and "fixed" it.

Instantaneously the Fulton "authorities" caused mile long backups into Cobb county. When the Cobb residents scomplained, they got the usual government arrogant BS about it being set correctly, but that Fulton would "study the problem" and might or might not change the setting.

Then one night someone put several rifle rounds through the timing mechanism, and all of a sudden Fulton decided that it was in their best interests to fix the light the way it was before they screwed with it. Just say'n.

Was that Johnson Ferry Road? Crosses over the Chattahoochee River? If so, I grew up close to there.
