Joepa should have went to the police.

Hard to argue against that.doesn't he also fit in the desciption of what the law considers a "mandated reporter" with a duty to do so?

How could he justify knowing the perp was on his campus years after the ‘98 event, or that the perp ran an organization to recruit kids, and not reporting it?

From the State Attorney General's press conference yesterday and the words from the State police commissioner, it sounds to me like Joepa fulfilled his legal obligations (told someone higher up), but did not fulfill his moral obligations. So I don't think he's in any trouble legally.

In accordance with PA state law on the matter, Paterno was *not* a mandated reporter, so is in the clear legally (this is why he hasn't been, and won't be charged.) Did he have a moral obligation to go further? Hell yes, and he didn't so his undoing is his own fault...

Yeah...Paterno was “legally’ right they say...What about the morality of the situation??

He had a duty to all children ...call the police, not cover it up and pass it along.
