Being a state institution, they are all state employees. Subject to the states hiring standards and quota correct?

When I went back to college after service, I found out that the athletic department doesn't have to follow the usual rules.

Especially a legendarily successful football program at a Division I-A school, where they draw 85,000+ people every Saturday and the coach is basically a living deity.

If you’re looking for consistent application of rules, a college campus is just about the *last* place you’ll find it. And that doesn’t just apply to big-name schools and revenue-generating sports programs, either.
