I am wondering if it is constitutional and still looking into it. Now, I know that Newt wants a 10 yr zone for Detroit but he proposes NOTHING as expansive as Cain...No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one State over those of another: nor shall Vessels bound to, or from, one State, be obliged to enter, clear or pay Duties in another. So, what part of Article 1, Section 9, Clause 6 does Herman Cain not understand?

And if Article 1, Section 9. Clause 6 is not clear enough for Mr. Cain to understand the founder‘s intentions, and that our federal government is one of defined and limited powers, what part of Federalist No. 45 does Mr. Cain not understand which summarizes our federal government’s job as follows?

“The powers delegated by the proposed Constitution to the federal government are few and defined. Those which are to remain in the State governments are numerous and indefinite. The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce; with which last the power of taxation will, for the most part, be connected.

The powers reserved to the several States will extend to all the objects which, in the ordinary course of affairs, concern the lives, liberties, and properties of the people, and the internal order, improvement, and prosperity of the State.

Cain’s proposal on empowerment zones is unconstitutional and violates the 10th ammendment

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States, respectively, or to the people.

Finally, if the above has not sent the message to Mr. Cain that his proposal is tyranny with a smiley-face, then perhaps Herman ought to read what our Supreme Court stated shortly after the Tenth Amendment was adopted:

The government of the United States is of the latter description. The powers of the legislature are defined and limited; and that those limits may not be mistaken or forgotten, the constitution is written. To what purpose are powers limited, and to what purpose is that limitation committed to writing; if these limits may, at any time, be passed by those intended to be restrained? The distinction between a government with limited and unlimited powers is abolished, if those limits do not confine the persons on whom they are imposed, and if acts prohibited and acts allowed are of equal obligation. It is a proposition too plain to be contested, that the constitution controls any legislative act repugnant to it; or, that the legislature may alter the constitution by an ordinary act.

Between these alternatives there is no middle ground. The constitution is either a superior, paramount law, unchangeable by ordinary means, or it is on a level with ordinary legislative acts, and like other acts, is alterable when the legislature shall please to alter it.

If the former part of the alternative be true, then a legislative act contrary to the constitution is not law: if the latter part be true, then written constitutions are absurd attempts, on the part of the people, to limit a power in its own nature illimitable.

Certainly all those who have framed written constitutions contemplate them as forming the fundamental and paramount law of the nation, and consequently the theory of every such government must be, that an act of the legislature repugnant to the constitution is void. ____ MARBURY v. sorry to flood you but a little more on the “zones” Cain said in an interview in Detroit...
For instance, taxes in struggling areas could be set at 3-3-3 rates, 3 percent in each category.
“Because you have a lot of African-Americans located in cities like Detroit — disproportionately — it would encourage businesses to stay in business there or to move there,” Cain told CNN. “It would encourage people to work there, because if you live in the empowerment zone, you’re going to pay a smaller percentage in taxes.”

A retire lift time politicians should be required by law to go home and live in the district they claimed to have represented . Funny how some raise hell about this sucking of tax payers dollars by former rats but then jump through hoops to protect a rino doing the same.

I agree with you. Cain’s proposal is horrid, but too many Freepers climb on the Cain train then don’t want to hear any actual detail about his candidacy.

Did you see 60 minutes Sunday night? They mostly reported on Baccus and Nancy Pelosi.

What Baccus and Nancy Pelosi and I gather mostly Democrats did on insider stock trading should be absolutely criminal but it isn't. There has been legislation introduced against this several times but it never gets anywhere.

I moved to MO about 15 yrs ago. We have a DEM Governor and of course we have Claire McCaskill the creme de la creme of liberal democrats. I am a Virginian and of course we have a lot of ports there that deal with foreign trade. I am speaking about Cain’s zones...nice try on the attempt to switch the topic

Is this what you are referring to? companies allowed to export and import from Missouri? what is your problem with it? and how do you even connect that to the opportunity zones? If your business depends on the ability to import and/or export products and services, Missouri features three major foreign trade zones and several smaller subzones that can help keep your costs low and your business competitive. Missouri’s foreign-trade zones are located in Kansas City, Springfield and St. Louis.

If only we had a candidate whose record included having been a long-time Democrat and union president, who avoided the draft using his Hollywood connections, had been divorced, and as governor signed a landmark abortion rights bill!

But president Reagan is dead.

If we Republicans insist on holding our prospects to his standard we gotta be realistic! Conservatism is not having a perfect past but having a clear understanding of classic American principles of government. On this count Newt passes.

As a conservative, do you have a problem w/ someone making big bucks? Condemning people for making big money is a lib tactic isn’t it? Newt got paid market price, just like many other conservatives did that consulted for Freddie. I don’t have a problem w/ that.

Also, one of Newt’s pieces of advice to Freddie was to start a program w/ the Boy Scouts that would teach & encourage young boys the importance of saving money and having good credit so they would qualify to buy a home later in life. Freddie didn’t heed that advice either. Too bad.

Was Reagan a big government politician as government grew under his tenure? Look at the big picture, not just the snap shots.

Reagan couldn’t do it all by himself. Neither could/will Newt. There’s a lot that can be done none the less.

What and absurd statement. You should buy a home if you can pay for it and no other reason. Th govt. subsidizing the process is foolish because it is unsustainable.
Its just economics. Instead you feel you should make an inference on their ability to make money or undertake responsible home ownership? So everyone in America who could be rich is already so?
Or maybe I am over-reading into what you are saying. In which case, apologies.
And no I am not voting for RINO Newt, however awesome his debate performances.

Absolutely Reagan was lax in using Veto pen. Spending tripled during his 8 years. But some of that increase was necessary since military was in bad shape after Carter. But fact remains...spending tripled in 8 years.

All that said, I can not fail to mention the great tax rates reform boosting revenues to double in 8 years. Another great achievement was reviving military strength and causing collapse of Soviet Union.

However things are much worse now in terms of national debt now versus in the 80’s, as a percentage of our GDP. So we really need a fiscal conservative urgently before we become another Greece.

Yeah, as a matter of fact - I do. Especially when you consider the fact that Newt was profiting off of taxpayers who have bailed out the billion dollar screw-ups caused by Freddie Mac. Newt was in cahoots with Dodd, Frank and Raines as he made his millions off a bloated bureacracy.
