Surveillance is the way to go. Get assets into the air and boots on the ground. Strategic fencing in urban areas where municipalities own the real estate.
I think you mean “eminent” domain....and in this case the taking may be appropriate and appreciated by the property owners.

I agree. A fence would be of little use and would be easily breached within three weeks or so. A combination of ground sensors and air assets would do a good job.
There would probably have to be some bad firefights to press the point home.
Sorry. This is a red herring. Just like I have easements between my yard and the street, the government has every right to require an easement between the U.S. and an uncivilized place like mexico.

The border is federal property. It may run through or adjacent to private property.
Think of it as a utility easement....on steroids.
