You’ve got it exactly backwards. Changing the tax code without controlling spending will accomplish nothing.
I concur, if spending is not reduced and controlled, the national debt will keep growing. I like Perry’s statement saying he will go to Washington with a wrecking ball. But essentially all candidates are for cutting spending, it is just a matter of degree. However, growing the economy is 3 times more important than cutting spending. Unless economy grows at 4%+ every year, tax revenues will be so anemic that the debt can never be reduced.
Backwards, forwards, upside down, inside out, cutting spending without changing the tax system will accomplish, in your own words... nothing.
Just cutting spending under the current tax code, will give a short term perception of improving the economy, but will have the long term reality of improving nothing, in fact it will, eventually, compound the problem.
Any new tax system, must be with all diligence, assembled in such a manner as to be tamper proof or at least very difficult to tamper with, by the political hierarchy.
