Merkel might start her discipline with the European Commission which pounds out taxes and regulations like there is no crisis.

In short, if your approach is taken, then you'll have all the the public employee unions (municipal, county, city, State, and Federal) down your throat.
The fundamental problem -- as in most Western countries -- is that the ratio of public employees to private sector employees has become far too large in favor of public employees over the past 50 years i.e. 1960 vs. 2010.
