N. Korea Announces 'Special Broadcast' at Noon
(Seoul=Yonhap News) Roh Jae-hyun = N. Korea's Korea Central TV and Central Broadcasting announced that they would have a special broadcast at noon, Dec. 19.
However they did not specify what the broadcast is about.
N. Korea has been announcing 'special broadcast' before reporting such (important) news as Kim Jong-il's reappointment.

My best guess is that they would declare they will freeze HEU and missile program in order to resume negotiation and get food aid, giving enough fig leaf for the West to claim that things are progressing. Talks about this topic has been going on behind the scene for some time.

I don’t think they will mention that food aid comes from foreign governments. It’s all coming out of Kim’s stash, they’ll likely say.
All the food will be repackaged to stop people from seeing USAID or UN or anything else.
